What it does 

HR 1802, the Caregivers Access and Responsible Expansion for All Veterans Act, would expand the eligibility for the Department of Veterans Affairs's family caregiver program to include families of veterans who were seriously injured or became ill prior to September 11, 2001. Per the bill, a "serious injury or illness" includes "traumatic brain injury, psychological trauma, or other mental disorder[s]". 

The bill specifies that the family caregivers of veterans injured prior to September 11, 2001, can only receive benefits of the program starting in October 2019 if the veteran requires high levels of care (as previously defined in regulations), in October 2021 if the veteran requires middle levels of care, and in October 2023 if the veteran requires low levels of care.
