What it does 

HR 3388 would establish new rules requiring manufacturers to "inform consumers of the capabilities and limitations of a vehicle’s driving automation system or feature for any highly automated vehicle (HAV) or any vehicle that performs partial driving automation." The bill includes a three-year research effort led by the Secretary of Transportation to identify the most effective method for communicating the capabilities and limitations of HAVs to consumers, which will be based on definitions of automated driving levels developed by SAE International
